Ambassador Soysal was born in 1960 in İstanbul. He is married with one child.

Ambassador Soysal studied at Marmara University’s Faculty of Economic and Administrative Sciences and graduated from the Department of International Relations in 1982. 

Ambassador Soysal joined the Ministry of Foreign Affairs in March 1983. At the Ministry, he served respectively at the General Directorate for Bilateral Cultural Affairs, Department of EU Affairs and Office of the Undersecretary. Additionally, Ambassador Soysal worked in capacity of the Chief of Cabinet to the Minister (1997-99), Special Advisor to the Minister (2000-02) and Deputy Undersecretary for the Middle East and South Asia (2009-10).

Ambassador Soysal served abroad respectively at the Turkish Embassy in Tehran, the Permanent Delegation of the Republic of Turkey to the European Communities, the Turkish Embassy in Paris, and the Permanent Delegation of the Republic of Turkey to the UN.

Ambassador Soysal served in Washington, D.C. as Minister-Counsellor and Deputy Chief of Mission from 2003 to the end of 2006. His first ambassadorial post was Pakistan where he served from 2007 to 2009.

Ambassador Soysal was appointed as Special Envoy of the U.N. Secretary General for Assistance to Pakistan with the rank of Under-Secretary General (2010-11). He became the Permanent Representative of the Republic of Turkey to the Council of Europe in October 2011. Ambassador Soysal returned to Ankara on July 2014 and was appointed as the Undersecretary of the Ministry for EU Affairs.

Since November 2016 Ambassador Soysal is Turkey’s Permanent Representative to the Organization for Security and Cooperation in Europe (OSCE) based in Vienna.

Ambassador Soysal holds two masters degrees from the College of Europe (Altieri Spinelli) and French National School of Government ENA (Saint-Exupéry). 

He is fluent in French and English.
